Despite the political divide, the governments of Sana’a and Aden have agreed on regulating the working hours for employees during the month of Ramadan, in a step that reflects rare consensus on organizing government work and regulating job performance.
The Ministry of Civil Service and Administrative Development in Sana’a issued a circular regarding the regulation of official working hours during Ramadan 1446 AH, stating that the working hours for ministries and central government agencies (including banks and institutes) will start from 10:00 AM until 3:00 PM, five days a week (from Saturday to Wednesday). As for health facilities (hospitals and clinics), they will operate from 9:00 AM to 2:00 PM on the same days, with the possibility of adjusting working hours in coastal and hot desert provinces upon the ministry’s approval.
The circular emphasized that any entity wishing to modify its working hours—either partially or fully—must submit a reasoned request to the ministry, with the requirement that all local and central administrative units adhere to the decision and monitor its implementation.
The ministry confirmed that it will submit periodic reports to the Cabinet regarding the level of job discipline and respect for working hours, urging senior leadership (ministers and governors) to ensure that subordinates dedicate their official working hours to serving the citizens.
In Aden, the Ministry of Civil Service and Insurance announced the official working hours for Ramadan 1446 AH. A circular issued by the ministry stated that work in central and local government units during Ramadan will begin at 10:00 AM and end at 3:00 PM.
The ministry emphasized in its circular that entities whose work nature does not align with these timings can set different hours in coordination with the ministry, provided that the daily working hours are no less than five hours.
The ministry clarified that it will conduct inspection campaigns throughout Ramadan to ensure that all public service units comply with the hours set in the circular. Civil service offices in local authorities will also carry out similar monitoring campaigns and prepare reports on compliance, which will be sent to the ministry’s headquarters.
