Leaked Documents Reveal Major Defense Agreement Between Moscow and Tehran
Russian “Verba” missile deal strengthens Iran’s air defense umbrella and raises the cost of any potential attack

The British newspaper Financial Times has revealed, based on leaked Russian documents, the conclusion of a wide-ranging defense agreement between Moscow and Tehran under which Iran will be supplied with portable air defense systems of the “Verba” type, in a deal estimated at approximately €500 million.
Deal Details and Delivery Schedule
According to the report, Russia is committed under the agreement to delivering 500 launch units and 2,500 9M336 missiles between 2027 and 2029, in one of the largest portable air defense acquisitions secured by Tehran in recent years.
The Verba system is among Russia’s most advanced short-range, shoulder-fired air defense systems, designed to intercept aircraft, helicopters, drones, and cruise missiles at low altitudes.
Signs of Implementation Underway
Available data suggest that implementation of the agreement has already begun. In recent weeks, intensified Russian military cargo flights bound for Iran have been observed, coinciding with reports that Tehran received Mi-28 attack helicopters earlier this year — reflecting a noticeable escalation in the level of military cooperation between the two countries.
A Potential Shift in Rules of Engagement
Military experts believe that introducing 2,500 Verba missiles into Iranian service could represent a qualitative shift in the region’s aerial deterrence equation by increasing the “cost of risk” for any potential hostile air operations.
The widespread deployment of individual launch platforms across a broad geographic area would make detection and targeting significantly more complex, potentially forcing military planners in Western countries or in Israel to reassess scenarios for direct air intervention.
Strengthening a Multi-Layered Defense Network
This deal comes within the context of Tehran’s efforts to reinforce its multi-layered air defense network, particularly amid rising regional tensions and the growing reliance on drones and cruise missiles in modern warfare.
