Pre-Sanction Warnings… and a Decision That Could Determine the Fate of Global Fleets

The Humanitarian Operations Coordination Center (HOCC), affiliated with the Sana’a government, announced on Friday that it had issued urgent notifications marking the “pre-sanction phase” to a number of companies that own and operate commercial vessels en route to Israeli-occupied ports.

In an official statement, the center confirmed that this move comes as part of the implementation of a new phase of the maritime blockade on the Israeli entity, effective from the evening of Saturday, July 27, 2025. It warned that continued violations of this decision would expose vessels and their fleets to severe penalties, including a full maritime ban and potential direct targeting.

The statement read:
“We urge you to make an immediate decision to halt all voyages to ports affiliated with the Israeli entity, as any negligence will have direct consequences — not only for the targeted vessels, but also for all associated companies.”

The statement also indicated that sanctions would not be limited to maritime routes in the Red Sea, Bab al-Mandab, and the Gulf of Aden, but could extend to a broader range of areas reachable by the capabilities of the armed forces in Sana’a.

The center emphasized that these actions are grounded in religious, humanitarian, and moral obligations toward the Palestinian people, and aim to pressure the Israeli occupation to end its aggression and open the crossings for the entry of food and medicine into the Gaza Strip.
