n an analytical reading of the regional landscape, Germany’s international broadcaster Deutsche Welle stated that the involvement of the Houthi group in the ongoing tensions alongside Iran cannot be explained through the traditional logic of dependency. Rather, it reflects a different pattern of conflict management based on independence and pragmatism.

The German network explained that the state of regional and international anticipation—particularly in Israel—has contributed to a misunderstanding of the true nature of the strategy pursued by Sana’a. It noted that describing the Houthis’ position as hesitant or internally weak is not supported by accurate evidence.

The report emphasized that the group adopts what it described as a “strategy of calculated containment,” an approach based on carefully weighing the balance between gains and losses before taking any escalatory step. This, in turn, grants it the ability to maneuver and control the pace of confrontation.

In this context, Deutsche Welle stressed that the current round of regional escalation has clearly demonstrated that the Houthis possess an independent decision-making process, free from direct influence by Tehran—contrary to what many political analyses suggest.

It added that the group demonstrates a strategic outlook characterized by calmness in handling critical decisions, along with a notable ability to separate complex issues and manage them in parallel. This enhances its flexibility in responding to rapidly evolving developments.

The report concluded that this approach makes the Houthis a difficult actor to contain, both militarily and politically—especially given their ability to endure and carry out preemptive strikes, while their opponents have so far failed to dismantle their organizational structure or accurately identify their weaknesses.
