Who Kept Israel’s Oil Tanks Full? International Data Reveal Shocking Findings

New data released by an international organization has sparked widespread controversy after exposing a vast oil-supply network that supported Israel during its war on Gaza. The report indicates that 25 countries — including several Arab states — were involved in supplying fuel to Tel Aviv despite extensive documented violations during the military operations.
The findings were published in a report by the nongovernmental organization Oil Change International on the sidelines of the COP30 climate summit in Brazil. The organization stated that the fuel shipments delivered to Israel between 1 November 2023 and 1 October 2025 place the exporting countries — among them Saudi Arabia and Egypt — within what it called a “circle of suspected complicity” under international law and the Genocide Convention.
“323 Fuel Shipments in Two Years”
According to the report, Oil Change International commissioned Data Desk to analyze global oil-supply movements during the period in question. The investigation identified 323 shipments with a combined total of 21.2 million tons of crude and refined fuel.
Russia, Greece, and the United States topped the list of suppliers of refined petroleum products. The data also showed that the United States was the only country to supply Israel with JP-8 military jet fuel.
“171 Crude Oil Shipments”
The report noted that 171 shipments of crude oil arrived from 12 countries, totaling 17.9 million tons.
Turkey (shipping Azerbaijani crude) ranked first with over 7 million tons delivered via 61 shipments, followed by Russia, which served as a transit route for Kazakhstan’s exports amounting to 5.3 million tons through 55 shipments.
Other supplying countries included:
Gabon – Nigeria – Congo – Democratic Republic of Congo – Angola – Equatorial Guinea – Ghana – Brazil – Egypt – and Russia (via additional direct exports).
“152 Refined-Product Shipments”
On refined petroleum products, the report stated that 17 countries sent 152 shipments with a total weight of 3.28 million tons.
Russia again topped the suppliers with more than 1.46 million tons across 50 shipments, followed by Greece with 506,000 tons, then the United States with 416,000 tons, and it was the sole provider of JP-8 fuel for military aircraft.
The list of supplying countries also included:
Italy – Cyprus – Albania – Nigeria – Spain – France – Bulgaria – Saudi Arabia – Egypt – India – Turkey – Georgia – Belgium – the Netherlands.
“Organization’s Warnings”
Commenting on the findings, Oil Change International said that countries continuing to supply Israel with fuel “risk being considered complicit in genocide,” adding that the report exposes “the deep links between fossil-fuel trade and international conflicts.”
It added that these accusations come as world leaders convene at COP30 — a moment the organization said gives heightened importance to reviewing the role of the global energy trade in fueling armed conflicts.
