US Signs Security Agreement with Puntland to Expand Military Presence Near Red Sea

An unannounced agreement from Washington includes expanding the Bosaso base and enhancing security cooperation in the Red Sea and Gulf of Aden.

The government of Somalia’s Puntland state revealed the signing of a new security agreement with the United States, which includes expanding military cooperation between the two sides alongside the expansion of the US military base in the city of Bosaso—a step it stated aims to bolster security in the Red Sea and Gulf of Aden and combat terrorism.

According to a statement published by the Puntland government on its official accounts, the state’s president, Said Abdullahi Deni, held a meeting in Bosaso with a delegation from the United States Africa Command (AFRICOM), led by Major General Claude Tudor, and in the presence of several ministers, military commanders, and advisors.

Security Cooperation Covering the Red Sea and Gulf of Aden

The statement explained that discussions focused on enhancing security cooperation between the two parties, particularly in counter-terrorism and improving maritime security in the Red Sea and Gulf of Aden, before both sides signed a new agreement to broaden the scope of military cooperation.

Under the agreement, according to the statement, the United States will expand its military base in the city of Bosaso to support counter-terrorism operations and contribute to strengthening maritime security in the region.

Absence of an Official Announcement from the US Side

The move drew attention due to the absence of any official announcement from the US government or military command regarding the agreement, despite the Puntland government publishing details of the meeting alongside photos showing state officials with US officers.

This comes at a time when the Red Sea and Gulf of Aden region is witnessing growing international attention amid ongoing security developments in the area.

Puntland: A Strategic Location on the Gulf of Aden

Puntland has been an autonomous state in northeastern Somalia since 1998 and is a member state within the Somali federal system. It manages its internal affairs through a local government, parliament, and security forces, while sovereignty and foreign relations remain under the purview of the federal government in Mogadishu.

The city of Bosaso holds significant strategic importance due to its location overlooking the Gulf of Aden and housing one of Somalia’s most prominent ports, making it a pivotal node for military and security maneuvers tied to protecting international shipping lanes
