The US Wall Street Journal highlighted what it described as the stumbling of one of the most prominent projects tied to Saudi Vision 2030, noting that the NEOM project faces increasing financial and operational pressures amid a slowdown in construction work across several of its key components.

According to the newspaper, the high ambitions accompanying the futuristic city project have collided with a more complex financial and operational reality. Saudi Arabia has spent billions of dollars on the project since its launch, amid growing questions regarding how much can actually be accomplished compared to the goals announced in the project’s early days.

Slowdown in Construction Work

The newspaper noted, according to the report, that the pace of work in parts of the project has declined over the past few years, while some facilities and structures whose construction began in the desert appear incomplete.

It added that satellite imagery and internal documents relied upon by the report show limited levels of activity at some construction sites, contrasting with the scale of ambitions that accompanied the project in recent years.

Billions Spent and Additional Costs

The Wall Street Journal pointed out that Saudi Arabia has spent massive sums on the NEOM project, while Riyadh is also facing costs associated with restructuring some of the project’s operations and contracts. This comes as the Kingdom seeks to control spending and reorder the priorities of its Vision 2030 projects.

This occurs amidst a broader review of the scale of the megaprojects launched by Saudi Arabia as part of its economic plan aimed at diversifying income sources and reducing reliance on oil.

From the City of the Future to Real-World Challenges

The NEOM project was presented as one of the most prominent symbols of economic and technological transformation in Saudi Arabia, featuring ambitious plans to build futuristic cities and regions relying on modern technology and clean energy, designed to attract investments, residents, and tourism.

However, the financial and execution challenges that have emerged in recent years have prompted a reconsideration of the scale and implementation phases of some projects, according to the American report.

In an image summarizing the gap between ambition and execution, the report noted that parts of the structures built in desert areas appear to be surrounded by sand following a slowdown in work at some sites.

The report views these scenes as reflecting the challenges facing a project that was once considered one of the most ambitious in the world and a primary showcase for Saudi Vision 2030.

Challenges Facing Vision 2030

The faltering of some NEOM components serves as an indicator of the challenges Saudi Arabia faces in simultaneously executing a wide range of megaprojects, especially given rising execution costs and the need to strike a balance between spending on futuristic projects and maintaining financial sustainability.

While a slowdown in certain activities does not necessarily mean the complete cancellation of the NEOM project, the report highlights the shift from a phase of high ambitions and grand announcements to one more focused on execution costs, economic feasibility, and completion timelines.
